What Singapore Pools is and its legal status
Singapore Pools (Private) Limited sells lottery and sports betting through its website, mobile and other electronic applications, branches and outlets, and other retail sales means7. It describes itself as the only legal lottery and sports betting operator in Singapore1.
In Singapore, the legalized forms of gambling are social gambling, betting with Singapore Pools, casino gambling at Marina Bay Sands and Resorts World Sentosa, and jackpot gambling in private clubs8. Anything outside that list, including betting with an offshore operator, is not legal here.
The company's registered office and head office sit at 210 Middle Road, #01-01, Singapore Pools Building, Singapore 1889949. The main line is 6216 81689. Refunds of bets placed offline can be claimed at that registered office, at any Singapore Pools betting outlet, and for lotteries and sports betting also at authorized retailers1.
License and regulator: GRA oversight
Singapore Pools (Private) Limited is the only operator licensed by the Gambling Regulatory Authority (GRA) to provide remote gambling services in Singapore3. That single fact shapes everything else on this page: the online account, the app, the website and the phone betting channel all sit under one licensed operator, and there is no second licensed online option to compare it with.

For a visitor or a new resident, the practical point is simple. If you want to bet online while you are in Singapore, a Singapore Pools Account is the licensed route. Playing on offshore casino websites is illegal in Singapore, and the GRA publishes guidance on unlawful remote gambling activities3.
Games offered: TOTO, 4D, Singapore Sweep, football, motor racing and horse racing
The products available through Singapore Pools are TOTO, 4-D, Singapore Sweep, betting on football matches, motor racing and horse racing2. The same list applies to a Singapore Pools Account10. Problem gambling guidance from the Ministry of Social and Family Development names a different set: 4D, Toto, Singapore Sweep, football and horseracing8.
| Product | Where you can play | Notes |
|---|---|---|
| 4D | Outlets and online | Draws on Wednesday, Saturday or Sunday11 |
| TOTO | Outlets and online | Current draw runs Monday or Thursday11 |
| Singapore Sweep | Outlets and vendors only | Lottery product8 |
| Football and other sports | Outlets and online | Pre-match and live4 |
| Motor racing | Outlets and online | Sports betting product2 |
| Horse racing | Selected outlets and online | Selected outlets only5 |
You can subscribe to results for TOTO, 4D and Singapore Sweep if you want draw outcomes sent to you rather than checking manually12.
How to place a bet: outlets, online and the Bet Slip
There are two channels for most products: bet slips at outlets, or online13. 4D and TOTO both work this way13.
At an outlet. For a single sports bet, you mark a thick line in the box on the bet slip to show your selection, then mark the bet type number, event number, selection number and stake amount14. Each event carries a four-digit event or match number, for example 1234, printed with the event information at the top left corner15. Each bet type also carries a two-digit bet type number next to its header, for example 01 for 1X215. You receive a ticket after placing your bet, showing the competition, event, bet type and selection, and the stake and potential payout16.
Online. You need a Singapore Pools Account to place bets online18. With one, you can place sports, lottery and horse racing bets and track your transactions11. For a sports bet, the steps are as follows4:
- Select the event you want
- Choose your bet type
- Add it to the Bet Slip by selecting the relevant odds
- Edit the Bet Slip if needed
- Place your bets and confirm
The minimum stake is $14.
Online sports betting covers pre-match bets up until sales close before the event starts, and live bets while the event is ongoing4. Horse racing bets can be placed right up to the start of the race11. At outlets, pre-match sports bets run during outlet operating hours until sales close18.
One thing to know before you choose a channel: bets placed at outlets cannot be tracked, so if you want a record, sign up for an account and bet online5. A Singapore Pools Account can only be used to place bets online and by phone, not at outlets5. Account holders may only place bets from Singapore, and betting through foreign IP addresses is prohibited10.
4D bet types: Ordinary, System Bet, iBet and 4D Roll
The 4D bet types are Ordinary, System Bet, iBet and 4D Roll21. Online, you can place Self Pick bets for Ordinary, 4D Roll, System Entry and iBet for draws conducted on Wednesday, Saturday or Sunday11. The same four are available through the account channel22.
On a paper bet slip, the choices are Ordinary Bet, Roll Bet, Full System Bet and i System Bet. If you pick Ordinary or Roll, you do not need to mark any bet type at all23. A System Entry means you select four digits and place bets on all their permutations24. Each bet slip takes up to four number combinations of the same bet type23.
If you bet through the app, you can now place multiple bet types on the same 4D number within the same board, rather than placing them separately22.
On the prize side, a Small bet on the 1st Prize pays SGD 3,000 per SGD 1 bet21.
Multiples bets: Double, Treble and 4-Fold
Multiples bets combine several selections into one ticket. The types offered are Double, Treble and 4-Fold14. A Double covers two selections, a Treble covers three, and a 4-Fold covers four16.

To place one at an outlet, mark the bet type number, then repeat the steps for each additional selection, then mark the correct multiples type: Double, Treble or 4-Fold14. The resulting ticket lists each selection in turn, from Selection 1 through Selection 417.
For a single selection, you mark it with a heavy vertical line inside the correct box, then mark the bet type number, match or event number, selection number and stake or bet amount17.
Payments: deposits, withdrawals and fees
At outlets, bets can be paid with cash, ATM card, debit card with a NETS function, and PayNow5. All Singapore Pools outlets accept bet payment using PayNow QR5. Betting branches accept cash, ATM card, debit card with a NETS function and PayNow, including PayNow QR5. At betting centers, only cash payments are accepted5.
For a Singapore Pools Account, deposits can be made by cash at any of the company's branches, NETS at any branch, online through eNETS, or online through bank-linked arrangements including transfers via PayNow2. The betting account accepts cash, NETS, eNETS and personal bank account debit transfer25.
Depositing by PayNow QR is straightforward. On the website, select "Wallet Balance" at the top, then "Deposit" and "PayNow QR"26. In the app, select "Top Up" in the top right corner, then "Deposit" and "PayNow QR"26. Funds transferred must come from a personal bank account with the same name as your Singapore Pools Account27.
Withdrawals can be made by cash, check, PayNow transfer to your bank account, or by crediting funds into your remote betting account19. To withdraw through PayNow, select "PayNow", enter your password and click submit28. You may only withdraw to a PayNow bank account registered in the same NRIC or FIN, or mobile number, as your Singapore Pools account27.
Two practical cautions. First, if you send money to the wrong PayNow ID, the payment to the registered PayNow ID you provided extinguishes the company's payment obligation, even if that person was not the intended recipient, and there is no duty on the company to verify whether that ID is the intended recipient19. Second, you bear all transaction fees and other fees payable on your payment or funds transfer transaction19.
Credit cards and credit facilities are not accepted for bet placements, across both retail and online channels6. The company may suspend or remove any mode of payment at any time without explanation19.
There is no transaction fee for bet placement at outlets5.
Prize claims and payout limits
Where you can claim depends on the amount and the venue.
| Venue | Prize claim limit |
|---|---|
| Singapore Pools betting outlets | S$20,000 or less for all products1 |
| Betting centers, except Livewire | S$20,000 or less for all products1 |
| Livewire betting centers | S$20,000 or less for all products except sports betting; no limit for sports betting1 |
| Authorised retailers | S$5,000 or less for all products except horse race betting1 |
| Selected authorized retailers | S$5,000 or less for all products29 |
For prizes of S$5,000 or below, you can collect cash or use PayNow at any Singapore Pools outlet. Above S$5,000, you can use PayNow at any outlet up to S$20,000, use PayNow at head office up to S$200,000, or take a check30. Prize amounts above S$5,000 claimed at the Main Branch at 210 Middle Road are handled with a winning ticket7.
If you claim a prize by PayNow, the PayNow account must be registered to your NRIC number. PayNow accounts linked to mobile phone numbers are not accepted for prize claims30.
Refunds follow the same limits: betting outlets handle refunds of S$20,000 or less for all products1. The company determines the mode, manner, locations and limits for claiming prize money at its sole discretion19.
Bet acceptance, cancellation and account limits
Singapore Pools may accept or reject any bet at its sole and absolute discretion, and accepted bets are irrevocable2. It may also refuse a request to place bets or wagers without giving any reason19. Cancellation of remote bets is generally not allowed, and Singapore Pools reserves the right not to allow cancellation of accepted bets1.

Bets can be voided in specific situations. If funds debited for a bet are reversed by a bank or financial institution, the bet is deemed void and Singapore Pools is entitled to a refund of any winnings paid1. Bets made using over-credited or erroneously credited funds can also be declared void, with the value recovered and prize payments withheld or recovered1.
If bets are rejected or re-offered and your actual stake is reduced, the difference is credited back to your Singapore Pools Account18.
Account holders must set a Monthly Deposit Limit and a Monthly Betting Limit, and bets are rejected if the Monthly Betting Limit is exceeded6. You can also set your own deposit and betting limits, or apply for a voluntary exclusion order25. Login requires a one-time password sent to your mobile phone25.
If you place bets using other accounts, or let a third party use your account, the company may refuse, discontinue or reverse bets and terminate the account10.
Horse racing: where to bet
Horse racing bets can be placed at selected Singapore Pools outlets only5. You can also bet physically at betting outlets, selected authorized retailers or betting centers, or remotely through the Singapore Pools website or mobile app via a Remote Betting Account29.
At betting centers, only cash payments are accepted for horse racing bets5.
