Football betting in Singapore: what Singapore Pools offers
Football betting in Singapore is offered by Singapore Pools, which runs TOTO, 4D, Singapore Sweep, motor racing and horse racing alongside football, so a single visit to an outlet or a single online account covers all of it. Singapore Pools is the only legal lottery and sports betting operator in the country5. For the wider picture, see gambling in Singapore and sports betting in Singapore.
You can bet on football in three ways: at physical outlets using paper bet slips, online through a Singapore Pools Account, and live at Livewire venues while a match is in progress1. Pre-match bets are taken up till sales close before the start of the event, at outlets during outlet operating hours1. Live betting is offered on selected events only, and stops five minutes before the end of the event7.
The full range of football bet types is long, set out in dozens of appendices in the official game rules, but the ones you will see most are 1X2, Half-time 1X2, Asian Handicap, 1/2 Goal, Total Goals Over/Under, Total Goals Over/Under Doubles, Championship Winner and Multiples1. Odds are set by Singapore Pools at its own discretion and can change at any time, so the odds on your ticket at the moment you bet are what count1.
Where you can bet: outlets, online account and Livewire
There are three channels, and they suit different habits.

Outlets. Singapore Pools branches and authorized retailers take pre-match sports bets during outlet operating hours, up till sales close before the event starts8. You mark a paper bet slip, pay at the counter and get a ticket. Payment at outlets is by cash, ATM card, debit card with NETS function or PayNow, and there is no transaction fee for placing a bet9.
Online. To bet online you need a Singapore Pools Account, which also covers lottery and horse racing3. With an account you can place pre-match bets up till sales close and live bets while the match is ongoing2. The account can only be used online and by phone, not at outlets, and bets can only be placed from Singapore, not through foreign IP addresses10.
Livewire. Livewire venues offer live sports betting while events are in progress6. They are set up as a controlled environment: no alcohol or tobacco, and no illegal betting activity around you11.
One thing worth knowing before you choose: bets placed at outlets cannot be tracked afterwards. If you want a record of your bets, sign up for an account and bet online9. The mobile app also lets you build a bet in guest mode, generate a QR code and scan it at any outlet to complete the purchase, which is handy if you prefer paying in person9.
Bet types: 1X2, Asian Handicap, Over/Under and Multiples
1X2 is the most common bet. You pick the outcome at the end of Regulation Time: a win by the Home team (1), a draw (X) or a win by the Away team (2)12. If the full-time score is 2-1 to the Home team, a Home pick wins; 1-1 means the Draw wins; 1-2 means the Away pick wins12. To place it online, choose 1X2 on the Sports Home Page, or open the match you want and select 1X212.
Half-time 1X2 works the same way but on the half-time score instead of the full-time score13.
Asian Handicap gives one team a positive or negative handicap according to its form, so a strong team might need to win by a clear margin for a bet on it to pay3. It is offered on selected matches only, online only, and only to Singapore Pools Account customers3. Handicap lines and odds move during betting, and a Push, where you get your stake back, can be based on half or full stake depending on the handicap3.
1/2 Goal is the whole-number version: the outcome at the end of Regulation Time taking into account a predetermined handicap that is a positive or negative decimal number, such as 0.5 or 1.5, so there is no draw outcome1.
Total Goals Over/Under is a bet on whether the total goals in a match will be more or less than a threshold set by Singapore Pools. Total Goals Over/Under Doubles combines a More than or Less than pick across two matches, with four possible selections1.
Multiples combines selections across different matches into one bet: a Double for two selections, a Treble for three and a 4-Fold for four8. All selections must be accurate for the bet to win7.
How to place a bet online with a Singapore Pools Account
If you do not have an account yet, see the Singapore Pools Account. Once you are logged in, the flow is the same for singles and multiples:
- Find the match. You can filter the events list by league, bet type, date and country using the filter button7.
- Select the event and the bet type, then tap the odds for your selection. The selection is added to the bet slip7.
- Enter your stake. The potential payout for that stake is shown before you place the bet7.
- Click "Place Bet", review the bet, then click "Confirm"7.
A few details catch first-timers out. If the match is available for Multiples, an M icon appears next to it7. When you pick a multiples selection, both the multiples and the singles options are added to the bet slip automatically; if you only want the multiples bet, leave the Singles stake empty7. After confirming, you can check everything under "Bet Activities"7.
For live betting, the process is the same but you are betting while the match runs, and betting stops five minutes before the end of the event7. A live bet placed after the outcome is already known, or placed using an advantage gained from delayed or lagged live television coverage, can be treated as void1.
Placing bets at an outlet: bet slips and tickets
At an outlet you mark a paper bet slip. Each event has a four-digit match number, shown with the event information, and each bet type has a two-digit number next to its header, for example 01 for 1X23. To place a single bet:
- Mark a heavy vertical line in the box for your selection.
- Mark the bet type number, the match or event number, the selection number and your stake amount8.
- If the stake you want is not printed on the slip, mark the "Others" option and tell the counter staff the amount when you pay8.
- Made a mistake? Mark "VOID" to cancel that board and use another board8.
- Submit the slip and payment at the counter. You receive a ticket8.
Check the ticket before you leave. A single-bet ticket shows the competition, the event, the bet type and selection, and the stake with the potential payout; a multiples ticket lists each selection8. Only a valid ticket is accepted as proof of winning, so keep it safe8. Prizes of S$20,000 or less can be claimed at any Singapore Pools outlet, and at Livewire venues there is no limit for sports betting prizes5.
Minimum stakes, stake units and GST on tickets
The minimums differ by channel:
| Where you bet | Minimum stake | Stake units |
|---|---|---|
| Online (Singapore Pools Account) | S$1 | Whole dollars and cents allowed |
| Outlets and authorized retailers | S$5 | Multiples of S$1 |
| Multiples bets at outlets | S$1 | Multiples of S$1 |
Online, the minimum stake for a sports bet is S$12. At outlets and authorized retailers the minimum is S$5, except for Multiples bets, where the minimum is S$11. Stakes at outlets must be in multiples of one Singapore dollar; through remote betting channels the stake need not be a whole multiple so long as it is expressed in whole dollars and cents1.
Goods and Services Tax (GST) is payable on the stake for a betting ticket, so the amount you hand over at the counter is the stake plus GST1. Accepted payment methods for the stake and GST include cash, debit card, ATM card, PayNow, PayLah!, and deduction from funds already deposited in your remote betting account14.
Multiples bets: how payouts are calculated
A Multiples bet needs every selection to be accurate to win, and the payout is the stake multiplied by the odds of each individual selection1. The types are:
- Double: 2 selections from 2 matches
- Treble: 3 selections from 3 matches
- 4-Fold: 4 selections from 4 matches1
A worked example from the official rules: a Double combining a 1X2 Draw at odds 3.00 with Total Goals Under 2.5 at odds 1.90, on a stake of S$50, returns S$50 × 3.00 × 1.90 = S$2851.
Two rules matter when things go wrong. A Multiples bet cannot include two selections from the same football match, so each leg must come from a different game1. And if one selection is refunded or its match abandoned, the odds for that selection are treated as one and the rest of the calculation stands; if all the matches in the bet are abandoned or refunded, your stake is refunded1.
The same math applies to Total Goals Over/Under Doubles: selections at odds 1.67 and 1.50 with a stake of S$30 pay S$30 × 1.67 × 1.50 = S$75.15, and if one match is abandoned the payout drops to S$451.
When bets are void, refunded or settled differently
Football betting refunds are the exception, not the rule: no refunds are available except where the game rules specifically provide for them1. The main cases:
- Match called off before the end of Regulation Time: 1X2 bets on that match are void and refunded1. The same principle applies to bets like Team to Score Xth Goal, which are void and refunded if the match is called off before the Xth valid goal, unless the result is already fully determined1.
- Match abandoned after Regulation Time has been completed: no refund, and the full-time score determines the result1.
- Venue changed after betting opened but before the match started: bets are void and refunded1.
- Asian Handicap: bets are refunded if, after applying the handicap, the teams have an equal number of goals or the result is goalless, and also if the match is called off before the end of Regulation Time1.
- Championship Winner: refunded if the championship is canceled, prematurely terminated, declared null and void or reorganized before completion, or if your picked team does not participate at all1.
- Rigging: where there is evidence a match was rigged, Singapore Pools can delay results, withhold payment while it investigates, or declare bets void and refund them1.
A late kickoff is not treated as a postponement, so bets stand, provided the match starts within 12 hours of the original scheduled time and at the same venue1. Protests, disqualifications and appeals after an event generally do not change settlement: Singapore Pools may disregard them and settle on the result reached at the conclusion of the event1. If an error or miscalculation in a prize is discovered later, Singapore Pools can declare a revised prize1.
Once a bet has been accepted it cannot be changed or canceled10. If you pay through a bank link and a bet is rejected or re-offered at a lower stake, the difference is credited back to your account3.
Managing your account: limits, winnings and bet checking
Every Singapore Pools Account holder must set two limits when applying: a Monthly Deposit Limit, the amount you wish to deposit, and a Monthly Betting Limit, the amount you wish to spend15. If a bet would take you past your Monthly Betting Limit, or you do not have enough funds in the account, the bet is rejected3. You are notified when you reach 50%, 75% and 100% of either limit16. You can change the limits through the website or mobile app: reductions take effect immediately, while increases only take effect 24 hours after being accepted, a deliberate cooling-off period10.

Winnings are credited automatically into your account, generally within 60 minutes after the event ends and results are verified, for pre-event sports bets including Half-Time bet types3. You can view up to six months of your betting, deposit and payout records on demand, and check individual bets under Transaction History, where a status of "Placed" means the bet has gone through16. Bets may be rejected if you have exceeded your Monthly Betting Limit, so check that you have sufficient funds in your account before betting16.
Every account holder must set a Monthly Betting Limit, the amount you wish to spend, and a Monthly Deposit Limit, the amount you wish to deposit, and you are notified when you reach 50%, 75% and 100% of either limit16. You can adjust your limits at any time to better manage your play, and voluntary self-exclusion is available for Account holders16. For money matters generally, see gambling payments in Singapore and tax on gambling winnings in Singapore.
Who is barred from betting and other restrictions
Gambling in Singapore is prohibited unless licensed or exempted, which is why Singapore Pools is the only game in town for football betting18. Within that, a few groups are specifically barred.
Players, officials and volunteers registered with, employed by or appointed by any entity participating in the Singapore Premier League or the Singapore Cup may not bet on those competitions, or on any other competition their entity takes part in, whether in Singapore or elsewhere1. Football Association of Singapore officials, staff and volunteers who could influence the outcome of a match, directly or indirectly, may not bet on that match1.
Anyone under an exclusion order is banned from Singapore Pools online betting, along with casinos and jackpot machine rooms at private clubs4. People under an exclusion by law are not permitted to open or maintain a Singapore Pools online betting account19. You can also exclude yourself voluntarily, and account holders can lower their own limits or apply for a voluntary exclusion at any time11. If you or someone you know needs support, see gambling help in Singapore.
Finally, account holders may only place bets from Singapore; betting through the website or app from a foreign IP address is prohibited10. And if you cannot satisfy the age restriction when asked for proof, your bet may be declared void and any prize forfeited5.
