Who can open an official online horse racing betting account
The short version is that official accounts are tied to a jurisdiction, and the operator checks who you are before it lets you bet. In Japan, JRA telephone and internet betting has four forms of membership: A-PAT, Soku-PAT, JRA Direct and ARS6. In Hong Kong, the Jockey Club's online betting service is available only to people who hold a betting account, and you cannot simply download an app and start betting4.
For Japan, the important split is between residents and everyone else. A-PAT cannot be used to purchase tickets from outside Japan1. So if you are an expat living in Japan, A-PAT works normally. If you are a visitor or a former resident trying to bet from abroad, A-PAT is not available to you.
For Hong Kong, the gate is the betting account itself. If you already hold one, you apply online through the registration link and follow its instructions4. If you do not hold one, you must apply in person at any off-course betting branch or racecourse, bringing the required documents with you4. Applicants must provide proof of age when opening a betting account, and confirm with the account number and password when using it7.
A few structural rules apply in Hong Kong regardless of who you are. A betting account must be opened in the name of one person, and joint, group, company or syndicate accounts are not accepted5. The account may only be used by the account holder for personal betting activities5. Deposits in the betting account earn no interest5. And the Club accepts cash and account betting only, with no credit card account betting and no lending7.
In South Korea, the Korea Racing Authority may sell electronic betting tickets through information and communications networks at places other than racecourses and off-course betting centers8. That is the legal basis for online sales there, but the same law lists people who are prohibited from purchasing, arranging the purchase of, or transferring betting tickets, including minors and licensed participants such as trainers, jockeys and grooms8.
| Account or service | Who it suits | Where you can use it | Key requirement |
|---|---|---|---|
| JRA general PAT | Residents | Internet voting | Registration and a linked bank arrangement1 |
| JRA A-PAT | Japan residents | Internet and push-type telephone betting | Dedicated bank account, not usable from outside Japan1 |
| JRA Instant PAT | Japan residents | Smartphone betting, including PayPay funding | New PAT registration required for PayPay use9 |
| HKJC betting account | Hong Kong account holders | Online, app, branches and racecourses | Account opened in one person's name, proof of age4 |
The official systems: PAT, A-PAT and IPAT
Japan's system is the one most people mean when they ask about an official online horse racing betting account. JRA telephone and internet betting has four membership forms: A-PAT, Soku-PAT, JRA Direct and ARS6. A-PAT is described as a dedicated bank account for the ARS, PAT and IPAT systems6.

A-PAT covers all races at all racecourses where central JRA racing is held, plus designated overseas races10. The bet types available through A-PAT internet betting are win, place, bracket quinella, quinella, wide, exacta, trio, tierce and WIN510. You can buy through the internet on a smartphone, PC or feature phone, or by push-type telephone10. Bets are sold in units of JPY 100 per ticket for all those bet types11.
There are practical limits worth knowing before you sign up. A-PAT members cannot in principle purchase bets on weekday races2. The reason given is that the dedicated account must be locked, so A-PAT is in principle usable only on JRA race days12. A-PAT members also cannot buy bracket quinella single or multi-race bets such as five-race and seven-race multi-win and triple exacta through the JRA Net Voting x NAR Racing service12.
The per-application and daily limits are generous but real. A single A-PAT application can cover up to 900 bets, with reception numbers up to 090010. A-PAT allows up to 9,000 items per day, with no limit on the bet count2. A single application cannot exceed JPY 1,000,000 in purchases13. The sale deadline for internet voting is one minute before each race's scheduled start time2, and you can check bets from the current or previous race day, plus your current purchase limit, online until 15 minutes after the final race starts2.
Instant PAT is the newer, lighter route. To use PayPay with Instant PAT, a new PAT registration is required, and an existing PAT account cannot be charged via PayPay9. Instant PAT deposits via PayPay are not eligible for PayPay points9. Charge history shows in the PayPay app notification screen, and the JRA home page shows betting and refund history for the past 60 days9. Instant PAT registration is possible during JRA race day sales hours, including Friday nights, plus local horse racing sales hours12.
For local racing, NAR betting tickets are sold through the official windows of local horse racing organizers: racecourses, off-course betting offices, and at-home voting systems including telephone and internet voting14. SPAT4 covers betting on all local horse racing venues, including the four Nankanto venues15. If you want to use the JRA Net Voting x NAR Racing service for all races sold there, you need to register as an Instant PAT member12.
Pay-easy: how deposits and withdrawals work
Pay-easy is the deposit rail for PAT and A-PAT accounts3. It is a service for making additional deposits on betting sale days using Pay-easy from a bank's internet banking or ATM2. For A-PAT, the Pay-easy deposit service lets you add purchase funds on race sale days2.
The access path differs by account. From IPAT, you start Pay-easy deposit in the withdrawal menu; from A-PAT, you start it in the top menu3. The service charges the betting ticket balance of PAT and A-PAT directly from a registered financial institution, which is separate from the institution registered for the PAT or A-PAT registration number3. When you deposit through internet banking, the login ID and password must belong to a financial institution registered under the same name format as registered with IPAT or A-PAT3.
Amounts are straightforward. Internet banking deposits run from JPY 100 to JPY 10,000,000, entered in units of JPY 1003. ATM deposits run from JPY 100 to JPY 49,500, also in units of JPY 1003. The fee is normally JPY 110 including tax, or JPY 64 including tax at Japan Post Bank, and it is not included in the deposit amount2. The fee is not charged at the reservation stage; it is charged when the transfer is actually executed, and reservations that are not executed are automatically canceled at the end of the day3. A-PAT members bear the Pay-easy deposit fee under the membership agreement13.
Reservations are capped. You can make 5 Pay-easy reservations per account per day, counted whether or not the transfer is actually executed3. If you deposit at an ATM, out-of-hours ATM fees and similar charges may apply on top of the Pay-easy fee3.
Withdrawals work differently from deposits. The automatic payout rules described below are for the toto sports lottery, which is a separate product from JRA's PAT and A-PAT horse racing accounts16. On the sports lottery site, winnings are transferred automatically to the customer's account, and there is no automatic transfer for purchases made outside the site16. The account used for winnings can be a credit card payment account, a debit card (JCB debit) payment account, a Rakuten Bank account, a PayPay Bank account, an au PAY toto site registered account, or the account you registered on the site for convenience store payment17. Convenience store payment requires registering separate information from online payment16.
In Hong Kong, the Jockey Club's eWallet handles bet placement, deposit and withdrawal at racecourses or betting branches, and cashless transactions18. The FPS Instant EFT feature links your bank account with your betting account so you can transfer funds instantly into and out of the betting account18. One caution from the terms: any document or message issued by Telebank, Betting Bank or internet facilities only shows that a transfer instruction was received, and cannot prove the amount or time of the deposit received by the Club or credited to the account5.
Pay-easy service hours
Pay-easy hours follow the racing calendar rather than a fixed daily window. On Saturdays, the service runs from 19:30 until 30 minutes before the post time of the latest race among that day's JRA, local and overseas races3. On weekdays, it runs from service start until 17:303. On holidays and special days with local racing and JBC races, it runs from service start until 30 minutes before the final race3.
There is an important A-PAT restriction. Pay-easy deposit is usable during A-PAT member sales hours on JRA race days and certain public holidays, but not on Instant-PAT-only sales days12. So if you hold A-PAT and you are trying to top up on a day when only Instant PAT is selling, the deposit rail is not open to you.
For comparison, the deposit windows on the net bank services used for keirin run 7:00 to 17:00, extended to 21:00 on night race days, 23:50 on midnight race days, and 23:50 plus 0:10 to 7:00 the next morning on advance sales days19. Those are different products, but they show the pattern: deposit windows in Japan are built around the day's sales schedule, not around banking hours.
Limits and fees: JPY 110 per transaction, JPY 64 at Japan Post Bank
The Pay-easy fee is the number most people want. It is normally JPY 110 including tax, and JPY 64 including tax at Japan Post Bank2. It is charged when the transfer executes, not when you reserve it3. If you deposit at an ATM, out-of-hours ATM fees and similar charges may apply in addition3.

The deposit limits are separate from the fee. Internet banking accepts JPY 100 to JPY 10,000,000 in units of JPY 1003. ATM deposits accept JPY 100 to JPY 49,500 in units of JPY 1003. The maximum Pay-easy deposit via internet banking is therefore JPY 10,000,000 in a single transaction, entered in JPY 100 units2.
For context on how these caps compare with other Japanese betting products, the net bank services used for keirin set a per-bet limit of JPY 99,900, a daily purchase limit of JPY 9,990,000, a daily bet count of 3,000 bets, and a daily application limit of 99 applications19. Per application, those services allow 25 applications of 999 bets each, or 50 applications of 999 bets each on PC internet voting20. They also charge JPY 75 per transfer from the third transfer of the day, and that fee applies even if you do not vote or the vote cannot be accepted because of a disaster or communication failure20.
A-PAT's own limits sit alongside the Pay-easy caps. A single application cannot exceed JPY 1,000,000 in purchases13. A-PAT allows up to 9,000 items per day with no bet-count limit2. A single application can cover up to 900 bets10. Bets are sold in JPY 100 units11.
ATM deposits: bank code 57019 and what is not allowed
ATM deposits are the fiddliest part of the system, so it is worth walking through. The receiving financial institution code for JRA Pay-easy ATM deposits is 570193. At the ATM you enter your customer number, which is the same as your PAT or A-PAT registration number and is 8 digits3.
What you cannot do is as important as what you can. Pay-easy input at bank ATMs and convenience store ATMs is not possible, except at an ATM of the same bank as your cash card3. Cash deposits are possible at some financial institutions' ATMs2. The A-PAT designated account's cash card cannot be used for Pay-easy ATM payments2. And Pay-easy input for A-PAT betting purchases is not possible3.
There is a related trap for A-PAT users. The A-PAT bank account is a horse racing dedicated account, so it cannot be registered for internet banking2. That means you cannot use that account's online banking to fund your betting, and you cannot use its cash card at a Pay-easy ATM. You fund A-PAT through the Pay-easy deposit service using a separate registered financial institution3.
If you are depositing at an ATM, expect the smaller cap: JPY 100 to JPY 49,500 in JPY 100 units3. If you need to move more than that in one go, internet banking is the route with the JPY 10,000,000 ceiling3.
Where to get help: PAT and racing phone lines
The PAT Service Center handles account questions. Callers who cannot use 050 or IP phone numbers can use 03-5620-200021. That is the alternative number for the PAT Service Center21.
Other JRA help lines exist for different products.
- The JRA Racehorse Ownership Club line is 045-662-758121.
- The JRA Equestrian Park office line is 042-314-580021.
- For local racing, the 地方競馬全国協会 customer relations office is 03-3583-685822.
- SPAT4 has a dedicated line for gambling-related problems, 03-5493-1790, and a telephone voting line, 0120-006-30922.
- The 楽天競馬 helpline runs 10:00 to 18:00 by telephone and 10:00 to 21:00 by chat, with email accepted 24 hours and replies in about one business day22.
If you are betting at a physical venue rather than online, opening hours matter. Nagoya Racecourse's outside betting office runs 10:00 to around 17:00, and its Y Shop branch runs 10:00 to around 16:00, closed Saturdays but open on Nagoya Keiba race days, selling racing newspapers and accepting cashless payment24. On daytime race meetings, betting opens at the same time as each betting office's gate opening time24. OddsPark telephone voting reception runs 10:00 to 17:30 on daytime race days and 10:00 to 21:00 on night race days23. Paid seats at Nagoya Racecourse are cashless betting only and require membership of the Kinshachi Premium Card, which is free to join, with ID required at enrollment24.
What the official accounts do not cover
Official accounts cover official racing. They do not cover the gray market, and the gap matters practically.
Illegal internet betting operators claim to accept purchases of local horse racing betting tickets, discount the purchase price, and offer higher odds than official windows14. Those claims are the pitch, not a service. Buying only at official counters is the guidance, along with a warning about malicious tipster and information businesses25.
The official accounts also do not cover every bet type or every day. A-PAT members cannot in principle purchase bets on weekday races2, and A-PAT is in principle usable only on JRA race days because the dedicated account must be locked12. Bracket quinella single and multi-race bets such as five-race and seven-race multi-win and triple exacta cannot be bought through JRA Net Voting x NAR Racing12. A-PAT cannot be used to purchase tickets from outside Japan1.
In Hong Kong, the account rules themselves set boundaries. The account is for the holder's personal betting only5. Joint, group, company and syndicate accounts are not accepted5. There is no credit card account betting and no lending7. And neither the Club nor the Operator is obliged to inquire or verify whether the person giving instructions is the betting account holder; any instruction is deemed given by the holder26. That last point is worth reading twice, because it means the account holder carries the consequences of anyone else using the account.
For a wider view of what each jurisdiction allows, see horse racing in Asia and the country guides for Japan and Hong Kong. If you are weighing official accounts against offshore sites, offshore horse racing betting sets out the operators and the legal risk. For the mechanics of the bets themselves, horse racing bet types and WIN5 explained cover what you can actually place once your account is open.
